I was able to get Windows 8.1 to recognize the PS3 controller, but not make it operational. They are built just like the PS3 controller and no need to worry about downloading software to recognize it. That would give your right stick programmed to R3 and when you press it, it would also program it as TAB when you press it, which would do Turbo. If you are going for a wired controller check out the Logitech F310 gamepad (15 bucks or so) or the wireless Logitech (40 bucks or so) ones that have the vibration function. Here is an example for mapping key bindings to PCSX2. You can go back and forth from controller to keyboard/mouse without a problem.
